Unnecessary VAT charging

I have been self-employed engineering consultant for the last 5 years and during that time HMRC has required me to charge VAT when invoicing clients. Every quarter I have to pay my accountant to do a VAT return which effectively means I re-pay the VAT I have charged back to HMRC; there are very few items I can re-claim VAT on. This process appears to achieve very little apart from generating unnecessary cost and lost time for both the individual as well as HMRC. I assume there are thousands of self-employed people in a similar position.
