Capital Gains Tax reform

Capital Gains Tax could be used more sensibly to raise extra revenue. Rather than draconian rates that distort behaviour a lowish rate (10%?) should be applied to all gains including primary residence and many reliefs discarded. Indexation should be reintroduced and costs of improvements should be allowed to be added to the base cost. Much simpler than a wealth tax and the cash is available to pay the bill unlike sometimes with the former.

Dull but obvious and probably political suicide! An Englishman’s home is his castle.
