One way to encourge the wealthy, or indeed anyone, to evade or avoid taxes less, could be to reward tax payment, perhaps based on a combination of percentage of income paid as tax, and absolute amount paid. Rewards could take many forms and be public – social status, influence over how taxes are spent, lottery entries, access to events/experiences or other forms.
