Rather than focusing on giving out vast amounts of money to support businesses and individuals a system of delaying, without penalty, those ongoing bills that are the things that will cause home and business loss to the economy and society. Direct financial support is also necessary but this should be at a level of those other, basic costs. So, an amount per household for food and essentials ( perhaps based on benefit levels) should be paid.( Such a system may also give those better off a real idea about how much those less well off have to survive on.) Utility bills, housing payments, various taxes and other such bills should be suspended.
A decision about how the delayed payments should be dealt with. This should be based on the income of the households and businesses involved. So for the poorest there should be no expectation of repayment. For the better off, a tax rate should be added to cover part of all of the support.
The organisations and businesses that will lose out from the lost payments should be repaid by government either to support their ongoing costs in the short term and/or over a longer period through the tax system.
The idea is to share the costs over the whole of society and hopefully reduce the amount of money borrowed by the government.
