Use of drugs not required by original recipient

The NHS spent £18.2 billion on drugs in 2017/8.

If a person dies or no longer needs a prescribed drug the drugs should be returned to a local chemist where they are destroyed although in many cases they could be used by others. This is a wanton waste of money. If foodbanks can redistribute food , charities and councils can redistribute laptops surely we can find a way to deal with this issue. We are now sending vaccines to poorer countries , could the same mechanism be used to send them these drugs if we can’t or don’t want to use them ourselves.
