The handling of the pandemic by government and the civil service shows all the signs of planning on the hoof – responding to events and needs when they arose. There has been the ‘in, out’ of lockdown, the last-minute reintroduction of the furlough scheme (too late for many people already laid off), and the failure to plan ahead for the production and administration of the vaccine.
Administration by muddling through is evident from other public projects and initiatives too. It appears to be endemic in the civil service – “But we’ve always done things like this” is the recipe for billions of pounds being wasted, and project over-runs being the norm.
